Izložba najboljih fotografija konkursa biće otvorena od 1. septembra 10. septembra 2010. Nagrađivanje i uručivanje nagrada obaviće se 7.9. u 11.30.  

Škola je održana u periodu od 8-15. avgusta 2010. u Vipavskom Križu a mladi su imali priliku da učestvuju u himanitarno karitativnim aktivnostima kao i da naučeo o siromaštvu, socijalnoj iksljučenosti kao i da razmisle o tome kakav doprinos oni mogu dati kampanji “Nula siormaštva” u Evropskoj godini borbe protiv siromaštva i socijalne isključenosti.

Susret je završen Sv. misom na kojoj je pored zrenjaninskog Biskupa – predsednika Biskupijskog Caritasa Zrenjanin preuzvišenog Dr. Ladislava Nemeta i umirovljenog biskupa Lasla Hužvara, prisustvovao i direktor Caritasa msgr. Laslo Đuriš i drugi župnici.

Sledeći susret volontera imaće pastoralni karakter, a biće organizovan 19. novembra 2010.

U junu je Caritas Španije ugostio Caritase Evrope među kojima je bio i Caritas Srbije i Crne Gore na „Evropskoj konferenciji o siromaštvu i socijalnoj isključenosti”. Sastali su se ključni donosioci odluka i institucija Španije ali i Evropske unije kako bi zajedno prodiskutovali i analizirali trenutnu situaciju siromaštva i dali odgovore za budućnost koja nas sve čeka: u Španiji, Evropi, širom sveta. U prisutnosti  48 članica Caritasa Europe, na konferenciji su se rešavale struktura i menadžment za period od 2011-2015 godine a ujedno su predstavljane i nove smernice i iskustva iz kampanje Zero Poverty.

Cilj 2010. Evropske godine borbe protiv siromaštva i socijalne isključenosti su: pravo na dostojanstven život, uključivanje svih strana u društvo, veća društvena kohezija i saradnja svih zainteresovanih strana. Prema statističkim podacima, 85 miliona građana Europe je danas  siromašno, a blizu linije siromaštva se nalaze skoro 100 miliona što je zapravo 17-20% ukupne populacije.

Naglašeno je, takođe, da u Europi nedostaje pedagogija odgovornosti i pravo poimanje dostojanstva ljudske osobe.

Predstavnik C.E. i predstavnik Caritasa Španije predali su političke predloge predstavnicima Europe i španskoj Vladi, u kojima se jasno ističe da je siromaštvo skandal!

Mi, predstavnici Caritasa iz svih evropskih država,smatramo da je siromaštvo skandal. Tokom Evropske godine za borbu protiv siromaštva i socijalne isključenosti, smatramo da vođe Evrope treba da rade za društvo gde nova kultura solidarnosti i ko-odgovornosti imaju istu vrednost kao i individualna sloboda, i gde socijalna pravda i borba protiv siromaštva predstavljaju ključne ciljeve svih političkih aktivnosti. Siromaštvo je multidimenzionalno, potrebno je da se deluje i u dimenzijama koje nisu materijalne. Najbolji način da se spreči siormaštvo je borba protiv njega i osnaživanje i uključivanje u društvo siromašnih.

Imajući ovo na umu, tražimo od Vas da usvojite Strategiju za Evropu u 2020. pri Savetu Evrope u junu zajedno sa snažnim i obavezujućim ciljevima koje bi trebalo replicirati na nacionalni nivou. Naše preporuke:

1) Smanjiti za 30% broj ljudi koje žive ispod linije siromaštva, i time smanjiti broj siromašnih za 25 miliona. Kako bi se ovo postiglo, neophodno je implementirati Strategiju za aktivnu inkluziju, obezbediti odgovarajući kućni prihod, obezbediti socijalno stanovanje, podržati Kućnu negu kao efektivnu socijlanu uslugu, omogućiti pristojne i kvalitetne poslove za sve.

2) Iskoreniti dečije siromaštvo u Evropi i time zaustaviti međugeneracijski prenos siromaštva. Do 2020, broj dece koje žive u porodicama ispod linije siromšatva mora biti smanjen za 70% u poređenju sa 2010.

3) Svakom detetu dati jednake šanse za obrazovanje. Školski sistem Evrope mora svakom detetu dati iste šanse kako bi imao diplomu, kao i alternativne obrazovne načine. Uzročna veza između društvene pozadine i školskog uspeha mora biti minimalizovana u svakoj zemlji i smatramo da treba smanjiti broj mladih koji prevremeno napuštaju školovanje za 10%.

4) Potpuno uključiti i integrisati u sve sektore osobe koje su socijalno isključene (imigranti, etničke manjine, osobe sa HIV/AIDSom, osobe sa posebnim potrebama…). Svakome treba dati jednake šanse na tržištu rada i pravo na socijalnu zaštitu.

5) Osigurati usklađenost razvojnih politika na način da Strategija za Evropu u 2020. predstavlja strategiju koja će promovisati održivi razvoj zemalja u razvoju, praveći balans između ekonomskih, ekoloških i društvenih ciljeva.

6) Omogućiti značajan uticaj na klimatske promene. Razvoj industrijalizovanih nacija bio je glavni uzrok klimatskih promena, a danas su najsiromašnije nacije na svetu one koje osećaju posledice.

7) Snažno poboljšati aspekt upravljanja u Evropi 2020. stvarnim uključivanjem svih zainteresovanih strana, društvenih partnera i celog civilnog društva u dizajniranje, implementaciju, monitoring i evaluacija strategija.

As G-8 and G-20 leaders prepare to gather in Canada, new analysis issued by the Overseas Development Institute (ODI) and the United Nations Millennium Campaign finds that, in absol

ute terms, many of the world’s poorest countries are making the most overall progress towards achieving the Millennium Development Goals (MDGs) – the set of promises world leaders made to significantly reduce extreme poverty, illiteracy and disease by 2015. Particularly relevant for G-8 countries are the findings which underline the importance of open trade and effective and timely aid in driving this success. For poor countries, political leadership, accountability and adequate budgetary allocations for the Goals are cited as key criteria to drive sustained progress.

Eleven of the 20 countries making the most absolute progress on the MDGs are amongst the poorest countries in Africa; half of African countries are on track to meet the target of halving poverty by 2015.

The analysis also finds that most low and middle income countries are making progress on most of the key MDG indicators.

“This study decisively establishes with hard evidence that much of the negative reporting on progress on the Millennium Development Goals is misleading,” said Salil Shetty, Director of the United Nations Millennium Campaign. “Instead of lamenting that Africa might miss the MDG targets, we should be celebrating the real changes that have happened in the lives of millions of poor people, not least because of the unified effort between governments and citizens, supported by donors. The leaders and tax-payers of G-8 countries must now keep their aid commitments, with the confidence that their investment is making a tangible and large scale difference.”

“This study seeks to broaden the debate about MDG progress. The first findings show that progress is taking place, sometimes in unexpected places,” said Overseas Development Institute Director Dr. Alison Evans. “In a world where support for development is under increasing scrutiny, we hope that this work will contribute to a broader appreciation of how we assess progress to date.”

The new analysis contrasts national-level progress in absolute terms, as distinct from progress relative to global MDG targets. Absolute progress measures overall progress countries have made and relative progress measures how close they have come to specific MDG targets. Progress in absolute terms at the national level gives a fuller picture of the reality on the ground because performance against MDG targets hides significant differences between countries at the starting point (baseline year 1990), as well as differences in performance between countries since the MDGs were adopted in 2000. Both measures are needed to tell the full story of progress, particularly in low income countries.

The top 20 countries in absolute and relative terms are:

The analysis focused on progress on Goal 1, which seeks to eradicate extreme poverty and hunger; Goal 4, to reduce child mortality; and Goal 5, to improve maternal health – all issues on the agenda of this week’s G-8. Amongst the findings:

• The largest number of reductions of deaths of children under the age of five occurred in regions with the highest initial levels of such deaths, such as sub-Saharan Africa and South Asia.
• Even though the Goal of reducing maternal mortality has seen the least progress, access to maternal health services has improved in 80 percent of countries.
• Countries making the most relative progress tend to be middle income countries, such as Ecuador, China, Thailand, Brazil and Egypt.

The report identified a number of additional factors that contribute to progress on the MDGs: poor countries must have consistent leadership committed over an extended period of time to reducing poverty. They must make the public sector accountable to citizens and empower local governments and communities. Furthermore, they must prioritize investment in human development and budgets for health and education.

The research was funded by the Bill & Melinda Gates Foundation and the UN Millennium Campaign. The analysis is based on the MDG database, with the exception of income poverty data for Africa, which are based on the ReSAKSS database. The data on equity – the distribution of progress within a country – are based on household Demographic Health Surveys and Multiple Indicator Cluster surveys. Where the available data permit, countries have been compared over the same time period against average annual rates of progress, irrespective of population size.

The analysis previews a fuller report to be released later this year, reviewing development progress over the past two decades, and a detailed score card on MDG performance.

One of the most effective ways of escaping poverty is through finding and retaining work. Unfortunately, participation in the labour market represents a challenge for many disabled people.

One-sixth of the European Union’s working age population is classed as disabled, but they struggle to find jobs. The employment rate for disabled people in the EU is about 50% compared to 68% for the rest of the population. And only around 20% of people with severe disabilities participate in the labour market.

Missing out
Education is also seen as a key route out of poverty. But here too people with disabilities find the odds stacked against them. They are half as likely to reach tertiary education as non-disabled EU citizens.

Even disabled people with a higher education are much less likely to be employed in high-level jobs than their non-disabled counterparts.

Unfortunately, social isolation is as much of a danger as economic marginalisation for people with disabilities. For example, one in two disabled people has never participated in leisure or sporting activities.

One-third of Europe’s disabled population has never travelled abroad or even taken a daytrip because of problems caused by inaccessible premises and services.

Even socialising is a challenge as disabled people are less likely to see their friends and family on a regular basis compared to the non-disabled.

Taking action
There are estimated to be about 65 million disabled people in the EU. So what is being done to help them fight back against the twin spectres of poverty and social exclusion?

The EU has been helping disabled people achieve equality and inclusion through the Disability Action Plan (DAP) 2004-2010.

The goal has been to ensure that disabled people can play a full part in society on the same terms as others, and make their own choices. The DAP has therefore been used to improve disabled people’s employment and education prospects and boost their access to goods and services.

The plan has helped to ensure that disability issues are integrated – or mainstreamed – within key relevant EU policies. The European Commission is currently consulting on the preparation of a new EU Disability Strategy for 2010-2020.

The EU has also signed and is in the process of concluding the UN Convention on the Rights of Persons with Disabilities. This is the first Human Rights Convention signed by the EU. The aim of the Convention is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all people with disabilities, and to promote respect for their inherent dignity.

Moreover, the Community’s European Employment Strategy encourages Member States to develop initiatives that will help disabled people thrive in the jobs market and workplace.

EU legislation is also playing its part in improving the lives of disabled people.

The Employment Equality Directive obliges employers provide reasonable accommodation to help disabled people in the workplace. This could include adapting buildings to provide wheelchair ramps or providing assistive technology for blind people. There is also scope to change working arrangements to suit a person with disabilities.

Thanks to new EU rules, disabled people now have certain rights when they travel by air. They must be provided with compulsory, free-of-charge assistance and information at airports and by their carrier. And reservations cannot be refused solely on the grounds of disability.

Passengers with reduced mobility and disabilities are also guaranteed to receive assistance when they travel by rail. Moves are now afoot to develop similar legislation for maritime and coach travel.

More broadly, anti-discrimination legislation has been issued by the Commission which will ensure equal treatment outside the world of work. If adopted by Member States, the new rules will do much to improve access to goods and services such as banking, education, transport and health.

EY2010 will continue to draw attention to the difficulties faced by people with disabilities, as well as the actions that are being taken to help them play a full part in society.
